One way Macchio takes things over the top, for me, is by linking Fury's speech patterns with his inner thoughts to make him seem like a simpleton; on the first page, he resents being "dragged ta [a] fancy-pants meetin'" to discuss how to approach the mission SHIELD ultimately assigns to Black Widow. While I don't doubt that Fury would rather be taking action than taking meetings, Macchio's version of the character just seems like a man who doesn't fully understand his job.
